"Foreign Aid Undermines Democracy in East Africa"
I was in the sweltering heat of San Francisco, in the US, and later in the disturbing cold of Sao Paolo, Brazil, when the three East African governments of Kenya, Uganda and Tanzania read their budgets this June.Because Uganda and Tanzania depend on foreign aid for 50 and 45 per cent of their budgets respectively (2003/04 figures), I had little interest in what their finance ministers had to say: it is simply standard stuff picked up from IMF and World Bank scripts.
