I feel this is an inaccurate statement. Crime and poverty in the inner cities among other things perpetuates the lack of opportunities for Blacks, often resulting in minimal alternatives to criminal behaviour. Thus in my mind these youths you speak of are what I would refer to as victims of an unjust system.

A cutthroat or ruffian; a hoodlum.
With this definition in mind I would find the word more appropriate to describe many of the various perpetrators and instigators of white supremacy.
