Who decides whose head should be pumped full of lead ? Why should a Rasta man pick up a gun and take another persons life ?
Do you think, gun man and bad man study those things when they hear these lyrics, it is just backdrop for their wicked life, and then they can play they are really being "Righteous" coz as far as 'they' are concerned they are always shooting a 'bad man' or an 'enemy'.
