Not in my view and in the research I did many, many years ago.

The term Rasta evolved from Ra. Then Ras to mean wisdom and then it later evolved to Rasta: a state of consciousness as in the Egyptian confessions –entering the house of Rasta (spelt differently depending on the translation). It later evolved to mean, “head”. Leaders were considered to be the wise ones that is how it ended up in Amharic (semetic) as head.
